The CSIC is an autonomus multisectorial, multi-disciplinary public research body affiliated to the Ministry of Science and Technology, with its own legal personality, its own assets and a presence throughout the national territory. As an institution, it is open to collaboration with national, regional and local authorities, with other research institutions (universities, public and private research bodies) and social and economic agents both at home and abroad. To all these the CSIC supplies research capacity and human and material resources to undertake research projects, or else provides advisory and scientific and technical support.

On 1988, the National Plan for R&D, started a horizontal special programme -IRIS- for the Interconnection of Computer Resources (Interconexión de los Recursos InformáticoS) of universities and research centres, and until the end of 1993 this programme was managed by Fundesco . From 1991, when the first promotion stage was finished, IRIS became what RedIRIS is nowadays: the national academic and research network, still funded by National Plan for R&D and at present managed by the Scientific Research Council (Consejo Superior de Investigaciones Científicas).

Los orígenes de la Universidad de Málaga se remontan a la década de los años sesenta, con una necesidad evidente de la sociedad malagueña que, a través de sus ciudadanos, autoridades y medios de comunicación, reclamaba el nacimiento de una universidad. El argumento fue sobre todo la desigualdad en el número de estas instituciones entre el norte y el sur de la Península y el hecho de ser Málaga la única ciudad europea con más de 300.000 habitantes que carecía de Universidad y Escuela Técnica Superior.
